Public housing income and asset limits2026/27 household check

Applying for public housing: are your income and assets over the limits?

Look up the limits for households of 1 to 10 or more persons, or enter your household’s monthly income and net assets to compare each against its limit. For new public rental housing applications; existing tenants should see the Well-off Tenants Policies below.

Two limits, checked one by one

Monthly income
Against the income limit (after statutory MPF contributions)
Net assets
Against the total net asset limit

A preliminary check only. Years of residence in Hong Kong, domestic property ownership and other eligibility criteria are assessed by the Housing Authority.

Public housing income limits

Applying for public housing: income and assets must both be within the limits

For a 2-person general household, for example, the monthly income limit is HK$20,680 and the net asset limit is HK$400,000. The tool calculates the difference for each separately; if either is over, the check is never shown as passing.

A general household must be within both the monthly income limit and the total net asset limit. Meeting only one is not enough, and the limits are reviewed every year. For example, a 4-person general household with monthly income of HK$30,000 and assets of HK$650,000 is HK$2,020 below the limit on income but HK$42,000 over on assets, so the tool shows “Over a limit”.

The new 2026/27 limits took effect on 1 April 2026; the tool also shows how far you are from each limit. If all household members are aged 60 or above, the net asset limit is twice that of a general household; non-related elderly persons applying together use a separate Housing Authority table.

Households in which all members are aged 60 or above have the same income limits as general households. *The Housing Authority’s Chinese page lists an income limit of $55,940 for a 6-person non-related elderly household, while its English page lists $58,940 on the same date. The tool uses the Chinese page and shows “Cannot be determined” when income falls between the two; please ask the Housing Authority.

How to use

How to fill in income and assets: check these three things first

1. Work out household income

Enter the household’s total monthly income, deducting statutory MPF or Provident Fund contributions as the Housing Authority’s guidance sets out. If the figure already excludes them, do not deduct them again. Do not simply take 95% of salary, and do not use the amount paid into a bank account in place of the income to declare.

2. Put together net assets

List the cash, deposits, investments and other assets the household must declare, then handle valuation and deductible items according to the official guidance. The balance of one bank account may not reflect the whole household’s assets.

3. Check the household type

General households, households in which all members are aged 60 or above, and non-related elderly persons applying together have different limits. Eligibility for elderly priority schemes is a separate matter from the limit categories on this page.

The official page links to the necessary documents in item 4.3 of the Application Guide and the calculation of income and net asset value in item 4.4. Check that guidance first for irregular income, bonuses or self-employed income.

Next step

After comparing with the limits, what next?

Both figures within the limits

Go on to check the other application conditions, such as residence, domestic property and household composition, and prepare the supporting documents the Housing Authority requires. This tool does not submit an application for you.

Income or assets over a limit

First check that the household size, income calculation and asset valuation are correct. If still over, or if you are unsure about the calculation, check with the Housing Authority; do not treat this tool’s result as a formal decision.

Result cannot be determined

The official Chinese and English income limits for a 6-person non-related elderly household differ; if your figure falls in the gap, confirm the applicable figure with the Housing Authority.

Public housing eligibility

Passing on the figures is not formal eligibility

  • Residence requirementThe applicant and family members must meet the Housing Authority’s requirements on years of residence and status in Hong Kong.
  • Domestic propertyFrom application until signing the tenancy agreement, the household must meet the restrictions on domestic property ownership in Hong Kong.
  • Household compositionFamily relationships, splitting of households and individual priority schemes each have their own requirements.
  • Ongoing declarationChanges in income, assets and family circumstances while waiting must be reported as required.

Already a public housing tenant?

Existing tenants are assessed under the Well-off Tenants Policies

The limits on this page are only for applying for public housing; they cannot tell an existing tenant whether to pay additional rent or move out. The Housing Authority’s Well-off Tenants Policies use multiples of the prevailing public housing income limits, and assets are measured against 100 times the income limit, which differs from the asset limits for applicants.

01

Who must declare

Households that have lived in public rental housing for ten years must declare their household income and assets every two years; households granted new tenancies under specified tenancy policies must also declare, regardless of how long they have lived there.

02

Additional rent

Households whose income exceeds twice the public housing income limits pay 2.5, 3.5 or 4.5 times net rent plus rates, depending on how far they exceed them.

03

Must move out

Households whose income exceeds five times the limits, whose net assets exceed 100 times the income limits, who own domestic property in Hong Kong, or who do not declare on time must vacate their flats. The Housing Authority’s income and asset declaration page and the declaration form are final.

FAQ

Public housing income and asset limits: common questions

Can MPF contributions be deducted?

The Housing Authority notes that statutory contributions to the Mandatory Provident Fund or Provident Fund Scheme can be deducted when declaring income; follow the Application Guide for the detailed calculation.

Do shares and cash count as assets?

Cash, deposits, investments and other assets generally have to be declared; see the official guidance for exemptions and valuation.

Are the limits different for elderly households?

If all household members are aged 60 or above, the net asset limit is twice that of a general household (for example $590,000 for 1 person), while the income limit is unchanged. Non-related elderly persons applying together have separate income and asset limits. Other elderly priority schemes have their own conditions, which this tool does not cover.

Can I still apply if I am slightly over?

The tool only compares the published limits; the formal assessment is based on income and asset evidence accepted by the Housing Authority.

Sources and notes

The limits are the 2026/27 public rental housing income and asset limits published by the Hong Kong Housing Authority. The comparison runs on your device and is only a preliminary check of figures, not a Housing Authority eligibility decision.

Coverage and limitations

Not covered: years of residence, property ownership, household composition and individual priority schemes; these conditions are assessed by the Housing Authority.

For public housing applications only. Additional rent and moving-out criteria for existing tenants are calculated separately under the Well-off Tenants Policies, which this tool does not assess.

Method and calculations

The tool matches the household type and size to the official monthly income limit and net asset limit, then calculates “limit minus declared figure” for each. Only when neither is over does it show “Within the limits on these figures”. Blank, malformed or negative input is not calculated.
